Rental repairs in Queensland run on their own rulebook. Here is how the split works, and what we do on either side of it.

Who to Call When a Rental Needs a Plumber
The Act sorts every rental repair into two kinds: an emergency repair or a routine repair, and anything unlisted counts as routine.
The emergency list covers the plumbing and gas faults first. That includes a burst water service, a serious leak from a water service, a toilet that blocks or breaks, a gas leak and a failed water or gas supply. The same list also names flooding and an essential cooking, heating or hot water appliance that breaks down.
A routine repair runs on a simpler clock. Under the Act, the tenant tells the property manager or owner, and the work then happens within a reasonable time.
The tenancy agreement also names a nominated repairer, with a phone number, and says who is the first contact in an emergency. Ring that contact as soon as the problem is known. A verbal report is enough, with a short text or email afterwards as good practice.
Licensing applies whoever pays the invoice. Replacing a fixture, repairing a broken pipe and unblocking sanitary pipework are all minor work under the QBCC rules, and a licensed person does each of them. Only very minor jobs, such as changing a shower head or renewing tap or cistern washers, need no licensee.

What Makes a Rental Water Efficient
A Queensland rental passes the water efficiency test when every internal cold water tap, single mixer tap and showerhead runs at no more than 9 litres per minute. The toilets also need dual flush settings.
The toilet limits are:
- a full flush of 6.5 litres or less;
- a half flush of 3.5 litres or less; and
- a maximum average flush volume of 4 litres, worked out from one full flush and 4 half flushes.
Which taps count matters as much as the number:
Covered taps
cold taps indoors over a hand basin, a kitchen sink or a laundry trough, single mixers included.
Taps outside the test
bath taps, outdoor garden taps and taps feeding washing machines, dishwashers or other appliances.
Guidance on the Residential Tenancy Authority fact sheet suggests 3 stars or higher on fixtures produced from 2005 onwards. Treat that as advice, not a legal limit.

The Conditions for Charging a Tenant for Water
An owner or manager can pass a full water bill to a tenant only when four conditions all hold:
- the property is individually metered, or its water is delivered by vehicle;
- the property passes the efficiency limits above;
- the tenancy agreement states that the tenant pays for water; and
- the tenant receives a copy of the bill within 4 weeks of the owner or manager getting it.
Both deadlines cut hard. Miss the 4 weeks and the tenant owes nothing on that bill at all. Get the copy out in time, and the tenant then has 4 weeks from receiving it to pay.
The bill items split too. The State bulk water charge and the water usage charges can be passed on once every condition holds. The sewerage usage charge and the fixed access charges stay with the owner or manager.

When the Check Finds a Fixture Over the Limit
A water efficiency check compares each indoor cold tap, single mixer tap, showerhead and toilet with the rental limits, and notes any fixture that falls short. The check promises no certificate, report or sign-off. It is a set of readings, nothing more.
The label does most of the reading. The WELS label, from the national Water Efficiency Labelling and Standards scheme, shows each fixture's star rating and water use.
What happens next depends on the fixture. Replacing a tap or a toilet is regulated work for a licensed plumber. Changing a shower head is unregulated work anyone may do, provided the finished job still meets the standards.
The call to upgrade belongs to the owner or manager, never the tenant. Our tap replacement page covers the fixture side of that decision.

Bowen Hills Rentals Are Mostly Units
At the last census, only 11.6 per cent of local dwellings were owned with a mortgage, so tenants and their managers book most of the plumbing visits here. Most of those homes are units and townhouses rather than houses, which changes who is home and when. A tower off Bowen Bridge Road or a block near Edmondstone Road means one door, one tenant, and a time that suits them.
Access works differently in a rental, and the law reflects that. We settle the time and the way in with the tenant through the owner or manager before we attend, because the tenant controls the door day to day. Where a leak stays hidden, our leak detection service finds it before a big bill does.
How a Rental Repair Visit Runs
- 1

Tell us what's happening
Call (07) 3523 7172 or send the form with a few details about the problem in Bowen Hills. A clear description helps us bring the right parts.
- 2

Book around the tenant
We sort a time that suits the tenant and whoever holds the keys, since a rental visit needs access arranged through the owner or manager. A clear fault description over the phone means we arrive with fittings that suit a unit or a house.
- 3

Approve a fixed price
You get a fixed quote before any work starts, with flat-rate pricing and no hidden fees. Nothing goes ahead until you say yes.
- 4

Pay when it's finished
Pay by card or EFTPOS on site once the job's done, or ask about Fix now, pay later. One paperwork note for owners and agents: on notifiable work, the licensee registers a Form 4 with the QBCC within 10 business days of finishing. The copy goes to whoever engaged the plumber.

Rental Plumbing Questions From Bowen Hills
Call (07) 3523 7172Who sorts out plumbing repairs in a Bowen Hills rental?
The owner or manager carries the duty. The Act requires the premises to stay in good repair for the whole tenancy, and the tenant reports damage as soon as possible. A routine repair then happens within a reasonable time.
Which plumbing faults are emergency repairs in a Queensland rental?
The Act names them. Plumbing emergencies include a burst water service, a serious leak from one, a toilet that blocks or breaks, a gas leak and a failed water or gas supply. The list also covers flooding and a failed essential appliance for cooking, heating or hot water.
Can a tenant call their own plumber in an emergency?
Yes, if the emergency contact named in the tenancy agreement cannot be reached in a reasonable timeframe. The tenant or property manager may then engage a suitably qualified person, up to a limit of 4 weeks' rent.
What flow rate does a rental tap or shower need in Bowen Hills?
Nine litres per minute. That ceiling applies to internal cold water taps, single mixer taps and showerheads. Bath, garden and appliance taps sit outside the test, which matters only when an owner wants to charge a tenant for all water.
What happens if a rental in Bowen Hills is not water efficient?
The owner or manager pays for a reasonable amount of water, and the tenant may be asked to cover only the excess. That applies where the property is individually metered and the agreement says the tenant pays. The Act leaves reasonable amount undefined, so the parties set it as a special term.
